Owner's Project Manager / Owner's Representative
The Owner’s Project Manager (OPM) / Owner’s Representative represents the Owner’s interests throughout the project, from concept to completion. We are the “glue” that helps hold a project together and the “grease” that keeps projects moving forward. OPM services are procured by the Owner at the earliest stages of the building or renovation project. We perform a wide range of tasks with the primary purpose of protecting the Owner’s interests. This allows the Owner to focus on their core mission while providing them with peace of mind. Representative Projects
Fairfield Center School, Art and Music Addition
Fairfield, Vermont
2020

PCI served as Owner's Project Manager / Owner's Representative of the addition of new art, music, and intervention rooms at Fairfield Center School of the Maple Run Unified School District. This project expanded the spaces available in the school and created new dedicated spaces for the arts. This project also included newly paved parking lots and sidewalks. Additionally, modern and code compliant fire alarms were installed throughout the school along with a new electrical service. Thanks to the project team and Hunter's diligent work, this project was completed on time and under budget. Overall, this project was well executed with a very positive experience working with the Owner.

PCI served as Owners Project Manager of the Bellows Free Academy Saint Albans safety and security upgrade. The largest part of this project was the addition of the connector that brings the once separate buildings together. This addition fundamentally changes the circulation and security of the school. Other upgrades included new electrical services, extensive rerouting of public and private utilities, new sprinkler services and coverage, new parking lots, and new student drop off areas. This project was completed on time and under budget.
UVMMC Essex Adult Primary Care

The PCI team has completed numerous projects with the University of Vermont Medical Center (UVMMC) and was ready to take on the Essex Adult Primary Care facility. PCI was involved in this project from the early conceptual stage through facility commissioning. The project was built utilizing a construction manager design/build project delivery method, which fostered a team-driven approach with all parties working in the best interest of the project. The construction of the facility was accomplished in just under a year, coming to a close in April 2020. This project was completed on time and under budget.

PCI has been involved in Winooski Housing Authority's Rental Assistance Demonstration (RAD) project since 2018. Made up of multiple renovation projects, RAD included the Spring Gardens Roof Replacement. Natty Jamison served as Owner’s Project Manager for this sub-project. The roof had previously been a ballasted system, and was replaced with a state of the art, mechanically attached membrane. The project was completed over the course of 3 months due to the COVID-19 outbreak and finished under budget.
Green Mountain Transit Roof Replacement
Burlington, Vermont
2019

PCI served as the Owner's Project Manager for Green Mountain Transit's roof replacement. This project spanned the course of several months, coming to completion in the fall of 2019. PCI's Senior Project Manager Hunter Gomez monitored the project as construction progressed, inspecting for safety and proper installation, as well as performing Davis-Bacon interviews. The project was completed on time and under budget.

PCI served as the Owner’s Project Manager for UVM Medical Center general site upgrades at One Timber Lane Primary Care facilities. The scope of the project included upgrades to drainage, grading/paving, electric, and lighting. PCI monitored the pre-construction and construction process in order to ensure smooth and effective work flow.
UVMMC Aquatic Rehabilitation Therapy
Winooski, Vermont

When the Aquatic Rehabilitation Therapy facility needed upgrades to bring it up to UVM Medical Center’s standards, PCI was assigned the task of planning and managing the project. Working with the Owner and project architect, Senior Project Manager Hunter Gomez served as project lead and successfully guided the work from concept to completion.
The Downtown Burlington Station, over ten years in the planning, provides a central urban hub for Vermont’s largest public transportation authority. Peterson Consulting assisted with site selection research and budget estimating during the planning process. In the pre-construction phase we developed and administered a comprehensive contractor qualification process. We also conducted progress and compliance inspections on behalf of the owner throughout the construction phase.
Maple Ridge Memory Care
Essex, Vermont
2014-2016

Maple Ridge Memory Care, built in 2016, is a 56-bed memory care facility in Essex, Vermont. During pre-construction Peterson Consulting performed a thorough review of plans and specs, as well as budget review and cost certification. We conducted progress and compliance inspections on behalf of the owner throughout the construction phase.
Winooski School District, HVAC Upgrade

Spring 2015

Served as Owners Project Manager for the final phase of a major HVAC upgrade. Peterson Consulting provided comprehensive start-to-finish services including mechanical assessment, bid & contract administration, and scope verification. We will be providing progress & compliance inspections on behalf of the owner throughout the construction phase.
Champlain College, Whiting Hall

Serving as Owner's Representative / Clerk of the Works for restoration of 1877 historic building. Project will upgrade dormitory to have high-speed internet and cable, a common kitchen, quiet study areas, resident lounge, and high-efficiency heating and cooling.
Served as Owner's Representative / Clerk-of-the-Works, assistance with value engineering, progress inspections, requisition review and processing, permit review and close-out.
The team successfully met the challenge of preserving the historical integrity of the building.
Champlain College, Butler & Valcour Halls

Serving as Owner's Representative / Clerk of the Works for construction of two new dormitories for Champlain College. Project will total over 57,000 square feet and will provide an additional 180 beds of state-of-the-art student housing. Services include plan review, bid review, value-management, site inspections, progress reports, requisition review, general oversight.

Served as Owner's Representative / Clerk of the Works for construction of 30,000 square-foot, $8m new dormitory for Champlain College. Performed site inspections, progress reports, requisition review, general oversight. Completed on time and under-budget.
UVMMC Hinesburg Family Practice

Provided project oversight for the contruction of a brand-new facility to replace the cramped and outdated rented space it resided in.
Served as Owner's Representative, provided permitting assistance, progress inspections, assistance with value engineering and change order tracking, payment and requisition review, punch lists and project close-out.
At over 5,000 square feet, this bright, modern new building was completed early and under budget.
Pump Station Replacement

Project was the replacement of a sewage pump station for 59 units of public family housing. This $250K HUD funded project was one of the first in Vermont, which utilized 2009 stimulus funds. Services included procurement and coordination of design services, project planning, bid administration, value management, and contract administration. Served as officially designated Contracting Officer under HUD rules.

Served as Owner’s Representative with services that included project planning, value management, contractor pre-qualification, bid administration, contract administration, progress inspections and general project oversight. Project was a $1.1M, 8,500 square foot addition to an existing bus storage facility serving Chittenden County Transportation Authority. Structural steel building addition, including extensive site and storm water work.
Office Fit-Up, CCTA

Served as Owner’s Representative for VT’s largest non-profit transit authority with services that included project planning, bid administration, value management, contract administration, progress inspections and general project oversight. Project created 8,100 square feet of new office space in previously unfinished space. Construction hard costs came in under $46/ SF and the project had a total cost of $400K.
